The Ninth Circuit Court of Appeals should be divided as follows:
Alaska, Washington, Oregon, Idaho and Montana making up the new Ninth Circuit.
California, Nevada, Arizona, and Hawaii, also including jurisdiction over Guam and the Northern Mariana Islands, making up the new Eleventh Circuit.
This will keep the formerly Nueva España states of California, Nevada and Arizona in one piece, all deriving from the same Spanish civil law and community property as opposed to English common law, as well as recognizing the geographical proximity and historical and economic connections between California, Hawaii, Guam and the Mariana Islands.
